Reimagining Quality Assurance in Higher Education: Technology, Inclusion and Outcome-Based Innovation

Kristu Jayanti (Deemed to be University), Bengaluru, established in 1999 and managed by the Bodhi Niketan Trust of the Carmelites of Mary Immaculate (CMI), is a premier institution dedicated to academic excellence and holistic development. In recognition of its consistent pursuit of quality and innovation, the college has been conferred the status of Deemed to be University under Section 3 of the UGC Act, 1956, by the Government of India on July 8, 2025. With this milestone, the institution gains greater autonomy in curriculum design, interdisciplinary research, and societal engagement. It was reac credited with an A++ grade by NAAC in 2021, ranked 34th in NIRF 2025, and holds international accreditation from ACBSP (USA). The institution is also a DBT Star College and recipient of the National Clean and Smart Campus Award.
The Internal Quality Assurance Cell (IQAC) plays a vital role in sustaining and enhancing the quality culture of the University through systematic planning, continuous monitoring, and adoption of best practices. The IQAC strategically oversees and manages Quality Assurance (QA) and Quality Enhancement(QE) activities at the University, orchestrating 1591 successful initiatives in the academic year 2024-25.Notably, the Institutional Quality Process was meticulously studied and documented, resulting in the publication of the book “Quality Management System in Higher Education” (pages 315 to 321) by NAAC in 2020. This book has gained wide recognition and serves as a valuable reference for Higher Education institutions throughout India.
The Higher Education sector is witnessing an unprecedented transformation, driven by rapid technological advancements, growing demands for inclusivity, and the shift toward Outcome-Based Education. Technology is redefining Higher Education through digital learning platforms, data-driven governance, and AI-powered quality monitoring. Inclusion expands the academic space to embrace learners from all backgrounds, abilities, and locations, ensuring meaningful participation and equitable opportunities. At the same time, Outcome-Based Education is reshaping pedagogy by moving the focus from teaching inputs to measurable learning outcomes, employability skills, and holistic development. This transformative triad compels institutions to rethink quality assurance not as a static compliance mechanism but as a forward-looking, innovative framework that embraces change and prepares higher education for global relevance. This conference seeks to explore how IQAC can harness these transformations to strengthen quality benchmarks, encourage collaboration, and prepare Higher Education institutions for a rapidly evolving academic ecosystem. By bringing together diverse perspectives and best practices, the conference seeks to reimagine quality assurance as a transformative journey - leveraging technology, embracing inclusion, and driving outcome-based innovation to foster excellence, accountability, and global relevance in Higher Education.

Before joining the Uttarakhand Open University as Vice-Chancellor on 3rd May, 2016, Prof Nageshwar Rao was Vice Chancellor I/c, Indira Gandhi National Open University, New Delhi during 28th November 2014 to 28th April 2016.He was also holding the charge of Vice-Chancellor of Kumanyu University Nainital during 1st Nov 2016 to 1st April 2017. After completing his term as Vice-Chancellor of Uttar Pradesh Rajarshi Tandon Open University, Allahabad between August 2008 to August 2011 he worked as Pro Vice Chancellor, Indira Gandhi National Open University New Delhi during December 2013 to November 2014. During October 1990 and December 2013, he served Professor in Pt. Jawaharlal Nehru Institute of Business Management (Pt. JNIBM) Vikram University, Ujjain where he acted as the Director of the institute for more than 13 years. He is also the Vice-Chairman (Hon). Rastriya Uchhatar Shiksha Ayog (RUSA), Madhya Pradesh since November 2014. On invitation from Asian Association of Open Universities, special address on OER and online resources was delivered in Malaysia. He was appointed as Dean, Faculty of Management Studies for five terms; Dean, Faculty of Information Technology for one term and Chairman, Board of Studies in Management for four terms at Vikram university Ujjain. He is University Professor in Management for more than 26 years. He was also Reader in Faculty of Management Studies at Banaras Hindu University, Varanasi between February 1985 and October 1990 and Lecturer in Department of Commerce & Business Administration, University of Allahabad, Allahabad between July 1978 to February 1985. He has cherished a throughout First Class career and received his D.Phil from University of Allahabad and ICWA kolkota from Institute of Cost and Management Accountants of India, Kolkata. He has been recipient of Gold Medals and various coveted scholarships of merit. He has contributed to the academics by writing eight books. His popular books are ‘Administration on Public Enterprises in India’ and ‘Communication Skills’. 37 students have been awarded Ph.D. in management under his supervision. To his credit, more than 170 Research Papers and articles were published. He has been invited as Resource person in around 25 EDPs (Executive Development Programmes) for Railways, NTPC, National Fertilizers etc. He has attended more than 100 National and International Seminars in management and allied disciplines. He has been member of Governing Council, Association of Indian Universities during 2010 for a period of one year.
He was the Chairman- Sports Board, Chief Warden- Hostels, Dean Students Welfare, Patron-Students Union and In-charge Professor, Ambedkar Peeth at Vikram University Ujjain. He was also Hon. Secretary, Institute of Gandhian Thought and Peace Studies, University of Allahabad. He was nominated by Govt. of Madhya Pradesh as Director in Board of Professional Examination Board, Bhopal for a period of four years. He was also the President of Indian Accounting Association.Saraswati Samman was conferred upon him by Department of Higher Education U.P. Govt. (India) on 5th Sep, 2010 . He was also conferred with Fellow Membership of Institute of Cost and Management Accountants of India, Kolkata.
Dr. Arun K. Tangirala

Dr. Arun K. Tangirala obtained his Bachelor’s degree in Chemical Engineering from IIT Madras in 1996 and his Doctoral degree in Process Control & Monitoring from the Department of Chemical & Materials Engineering, University of Alberta, and Edmonton, Canada in the year 2001. Continuing as a Post-Doctoral Fellow for a short period, he joined as a Research Manager in the Industry-Govt. sponsored Chair Program at the same department. He was in charge of this position until Dec. 2004.
In Dec. 2004, Dr. Tangirala returned to his alma mater (IIT-M) as a Visiting Faculty in the Department of Chemical Engineering. He is presently serving as Associate Professor in the Department of Chemical Engineering, IIT Madras.
He is a passionate teacher and researcher with interests spanning the fields of process control and monitoring, identification, applied signal processing and fuel cell systems. He has taught several full-term and short-term courses on process control, system identification, theory and applications of wavelet transforms, random processes and fuel cell systems.
Dr. Nalini Arumugam

She holds a PhD in English Language from Universiti Putra Malaysia, an M.Ed. in TESL from Universiti Malaya, and a Bachelor’s degree in English Literature. Her expertise spans English Language Studies, TESL, and Applied Linguistics, with extensive teaching experience across undergraduate and postgraduate programmes, particularly in research methodology, academic writing, and communication. Dr Nalini is an accomplished researcher and author, with numerous Scopus- and internationally indexed publications and several textbooks. She has supervised and examined numerous postgraduate theses, particularly in EFL pedagogy, academic writing, and educational innovation across Malaysia, China, Pakistan, and beyond. She is a multiple award-winning educator, having received recognitions such as the Visionary Educator Award (2023), Excellence in Educational Innovation (2024), and Anugerah Keusahawanan Komuniti PIXELFES (2025).Beyond academia, Dr Nalini actively serves as a reviewer and editorial board member for international journals and holds various professional and community roles. He holds multiple qualifications including M.Sc., M.Ed., M.Phil., and Ph.D., along with certifications such as UGC-NET and K-SET. Prof. (Dr.) Sandeep Sancheti is a renowned academic leader and higher education strategist, currently serving as Vice President – Research Relations and Academic Ambassador at Elsevier India. With extensive experience in academia and administration, he has played a pivotal role in strengthening research ecosystems and fostering industry–academia collaboration across India.
He previously served as the Director of the National Institute of Technology (NIT), Delhi, where he was instrumental in institutional development, academic innovation, and research expansion. With a strong background in engineering and technology, Prof. Sancheti has consistently contributed to advancing quality education and research excellence in premier institutions.
His areas of expertise include higher education policy, research development, innovation ecosystems, and academic leadership. Prof. Ved Prakash

Prof Ved Prakash was born at Baoli Village of District Meerut in the State of Uttar Pradesh, India on April 4, 1952, in a farming family. He had his early schooling in a rural environment and thereafter he worked to earn his M.Sc (Chemistry); M.Ed; Ph.D (Education); US Fulbright PDF; CCEPAP, Harvard University; and D.Litt (Hons).
Prof. Ved Prakash, has served the cause of education during a career spanning almost forty years, started his academic career from the Association of Indian Universities, to be followed by a phenomenal rise culminating to the position of the Chairman, University Grants Commission (UGC); the most premier organization of the Government of India. In over 60 years history of the UGC, he has the unique distinction of serving in all the three key positions of the UGC namely the Secretary, the Vice-Chairman and the Chairman. In addition, he has also served as the Founder Vice-Chancellor of National University of Educational Planning and Administration (NUEPA); Adviser (Education) Planning Commission, Government of India; Professor and Head, Department of Educational Measurement and Evaluation, NCERT, New Delhi; Associate Professor, Institute of Banking Personnel Selection, Bombay ; Joint Director, Staff Selection Commission, Government of India, New Delhi; Consultant, World Bank; Visiting Scholar at HIID, Harvard University and a Visiting Professor at University of Windsor, Canada. Prof. Ved Prakash has represented the Government of India in a number of high powered delegations to forging collaboration with other countries in the field of higher education and research. Dr Vimal Rarh did her M.Sc and Ph.D from University of Delhi and Post doctorate from IIT Delhi. With a decade of experience in the corporate e-learning world, she is amongst the pioneers in implementing ICT in Higher education in the country and is a tech-savvy teacher.. Dr Vimal Rarh is a leading women edupreneur in the field of e-learning with a decade of experience in the corporate e-learning sector as well. She has to her credit many research papers, a patent, books, presentations, projects and invited talks at local, National and International forums. She is one of the leading e-learning experts of India who has made a mark at the national level in various activities such as development of e-content, Teacher’s e-kit, MOOCs and empowerment of teachers in ICT skills. She is the only Chemistry teacher of the country to be awarded the National Resource Centre of Chemistry of MHRD, Govt. of India, for developing ARPIT courses three times in a row for all Chemistry teachers of India. As Joint Director and Project Head of Guru Angad Dev Teaching Learning Centre (GAD-TLC) of MHRD, Govt. of India, she has trained more than 45,000 teachers and as Deputy Director of Centre for e-Learning, SGTB Khalsa College, she has developed more than 50 MOOCs in 4 quadrant format for SWAYAM platform. The quality of the e-content developed by her in ARPIT Courses in Chemistry has been rated amongst the best in the country by MHRD. She is contributing in policy making at national level in various committees like Online Courses Regulations – 2018 of UGC, e-Governance Committee at UGC and e-Content Committee for National Educational Alliance in Technology (NEAT) of AICTE. She is also the Member of newly form Committee to Review and continue the ePGPathshala project in next phase at UGC. She has guided development of Video Studios for many institutions, including for AICTE. Dr Rarh has been conferred with various awards like Edupreneuer Award by Minister of Education, Bahrain, Delhi Ratan Award, Edupreneur Innovator Award to name a few. One of the 3 case-studies as best MOOCs from India on her designed MOOCs has been published in the “Australian and Indian quality assured online learning” by Australia India Institute for Department of Higher Education & Training, Australia Government. She has been recently selected to be awarded the prestigious Indian National Science Academy (INSA) Teacher Award-2020.
